The refilable dispenser contains a small starter roll of tape
 
The dispenser holder is plastic and has a cardboard back that is removeable to insert your refill roll
 
Please note, for some reason this refillable dispenser will not take a full sized refill roll, so use it up a bit first and then it fits in just fine :)
